Ford 9N (?) tractor, complete but needs work

OBO does not mean that you will get this tractor for $300, OK? Just so we're clear. Some CL folks have a different idea of value than do I.
I am posting this for an elderly friend who has a farm he needs to begin downsizing. None of us are getting any younger, but some of us are not getting any younger faster than others. Friend is at that age when new knees are not just an option, they're mandatory. Pushing a tractor's clutch pedal is just not possible right now.

Right now, I do not know too much about this one. I am told that it is a Ford 9N, that it has sat for a good long time and does not run. Things I do know are: the engine is not stuck (I can grab the fan and turn the engine over: feels like the starter's pinion is engaged maybe, but the crank turns). The brakes are definitely in need of overhaul, master cylinder obviously not in operable condition. One spoke on the steering wheel doesn't look so hot. Air filter seems to be missing. Front tires very low or flat.
It looks to be mostly all there though and not too beat up. Friend has five other tractors that are all more or less used all the time for various things around the farm, this one he bought to possibly replace one of the other older rigs that was in imminent danger of failing, but he either repaired that other one or merely didn't get around to fixing this one, I don't know.
Looks like an excellent restoration candidate, or fix it and use it (enough is there to do that), or use it as a donor for your own 9N project.
I will attempt to obtain answers to any questions you pose. I am going to have to do most of the communication on this one, as friend is not set up for internet, and due to his health I will not sic just anyone on him via the phone. If you are sufficiently interested to drive out to Port Townsend area and look at this rig, I will meet you there, and if you are still interested we can meet with friend if you want to dicker, but I'm going to weed out the non-serious folks and looky-loos before that will happen.
I am willing to transport this rig if you cannot. I would rent a U-Haul trailer for the job, which isn't all that expensive. I'll haul it a reasonable distance (say, within 60 miles of Port Townsend) for the cost of fuel and trailer rental only. If you want it hauled further than that, we can talk.
